The 5th “TOPU International Animation Week” and the 12th “China Independent Animation Film Forum” will be held from October 30th to November 4th, 2023 in Linjiang New District, Haimen, Nantong City, Jiangsu Province. With the original intention of creating the animators' own festival, we always encourage and support Chinese original animation and are committed to helping the development of Chinese animation in the three dimensions of animation creation, industry and education.
Over the past twelve years, adhering to the spirit of encouraging and supporting original animation, we have discovered and presented a large number of excellent original independent animation works. Until December 2022, we have received more than 5,400 submissions from more than 50 colleges and universities at home and abroad, with a total of 468 finalists and 78 award-winning works. Animation Week will publicize and promote the shortlisted works and their authors, recommend them to participate in exhibitions and exchanges in famous animation film festivals at home and abroad, and cooperate with important institutions and enterprises.
This year, with the announcement of the theme of "Animation for the People", with the original intention of serving the animators, we invite excellent animation works from home and abroad. We still continue the principle of openness and diversity of the previous years, and do not make any restrictions on the subject matter, genre and form, and welcome all interesting, imaginative, creative and independent thinking animation works.

Submission Guidelines
▪ No registration fee will be charged.
▪ The submitted works must be frame-by-frame animation, including computer-generated animation.
▪ There are no restrictions on the subject matter of the works.
▪ The works should have been completed after July 2022. Works that have previously participated in this competition cannot participate again.
▪ Content such as scripts and music that do not have copyright permission cannot be used in the submitted works. If permission cannot be obtained, eligibility to participate will be lost. TOPU International Animation Week is not responsible for any infringement or claims initiated by third parties.
▪ For participating entries, TOPU International Animation Week may use them for non-profit activities and exchanges (such as university tours) without notifying the author.
▪ For participating entries, TOPU International Animation Week has the right to publicly use up to 10% of the total running time of a work or up to three minutes of film footage or related materials such as images for promotional purposes during Animation Week.
▪ Award-winning films from other festivals can still participate but must provide information about their awards on the registration page.
▪ As long as they meet these conditions, multiple submissions from one participant are allowed.
Submission Materials
1.Film
▪ A link to download the work must be provided, and the validity period must be until September 1, 2023.
▪ Video formats can be: MOV, AVI, MP4, or WMV. The resolution of the work should not be less than 720p, and try to use low compression or lossless compression. DCP files are not currently being accepted.
▪ If your work is shortlisted, you need to provide high-definition formats for screening to the forum organizing committee before October 8: MOV, MPEG, MWV, MP4 (H.264, resolution 1920 × 1080 and above), not accepted for now DCP, 35mm, 16mm film, HD-CAM and other formats.
▪ For videos with narration or dialogue, please add English subtitles. For Chinese films, please add Chinese and English bilingual subtitles.
2.Works pictures
▪ One poster and 3 still photos of the work (about 5M, JPEG/PNG, 300dpi). The photo files must be named after the name of the person or the work.
▪ These photos and pictures will be published on the forum's official platform, leaflets and other advertising materials or brochures. The organizing committee may use the received photos and picture clips, please understand.
